Abstract
In the article the system-forming factors of effective policy of quality management of higher education are determined considering the methodological foundations of the modernization of the educational sector in Ukraine. The role and formation of the personality of an educational institution manager is considered. This problem is determined by the new management activities‘ ethics implementation and by the transition to program-targeted management and increasing its efficiency. The results of scientific researches of various aspects of management activity in the institution of higher education are generalized, the conditions that determine the system of competence of its manager are defined. Peculiarities and ways of modernization of management activity and conditions of formation of the educational institution manager or its separate structural subdivision are considered
