Global Indices as Indicators the effectiveness of public policy

Abstract
Global indexes as an instrument of external evaluation of effectiveness of public policy is in the quantitative measuring, reacts on changes, what be going on in a public sector and reflects new tendencies in the processes of state practice, expressing them in the indexes of efficiency.
