IMPROVEMENT OF FORESTRY LANDS ACCOUNTING MECHANISM: THE URGENCY OF THE PROBLEM AND THE DIRECTION OF IMPLEMENTATION

Abstract
Purpose. The article deals with the problems of collecting processing and data unification about the land of the forestry category. According to statistics, "forests and other forest areas" account for about 17.5% of the total land fund. Thus, the category of forestry land is the second largest, but information on such land on the Public Cadastral Map is almost absent, which raises the question of filling the database of the state land cadastre and updating the mechanism of accounting for such lands. The urgency of the issue raised is confirmed by the inconsistency of domestic and European land registry systems. Methodology. In the course of the study, the practical results of geodetic surveys in the territories of deep forests were analyzed. An additional analysis has shown satisfactory development of the accompanying infra-structure for ensuring high-precision surveys in forest conditions. Results. Gaps in the legislative framework regarding the organization of the process of gathering information on land for forestry purposes have been identified. Originality. For the first time, the results of survey in difficult forest conditions have been analyzed for compliance with high stand-ards of land management. The result showed the satisfaction of the results obtained with the requirements of normative legal acts at the level of more than 50%. Analyzing the obtained statistical distribution, one can distinguish a noticeable tendency for the grouping of the results of removal from which the allocation of points is divided into 3 groups in accu-racy in the ranges of 0,0-0,2 m, 0,4-0,8 m, 0,8 -2.0 m. It is noticeable that there is a general trend towards increasing the accuracy of the observation in relation to the increase in the time of observation, however, it is worth noting that there are points of the same high quality as during the observation time of 10 seconds and 2 minutes, which allows to talk about the heterogeneity of the time parameter of the charge data and summarize the average sufficient time with remov-al of one point as 1.26 min. Practical value. The study can be used to improve the approaches to land reform in Ukraine and to create fair and open land market. References 10, figures 4.
