IMPROVEMENT OF THE ENVIRONMENTAL IMPACT ASSESSMENT SYSTEM IN THE CONTEXT OF ENVIRONMENTAL PROJECT SUPPLY

Abstract
Introduction. At present, a significant factor in the sustainable growth of the country's economy is the development of the productive sector, which is necessarily accompanied by an increase in human impact on the environment, which requires ecological and economic assessment and forecast of the consequences. In this regard, considerable attention is paid to the environmental support of investment projects in the manufacturing sector. However, their assessment for today involves the consideration of economic and environmental aspects separately from each other, losing interdependence and interconnections between them, which makes it impossible to use the existing scientific and theoretical potential in the process of adopting sound ecological and economic decisions during the conduct of economic activity. Methods. The following research methods are used during the research such as: matrix, system and structural, factor analysis ere applied to accomplish the tasks. Results. The theoretical and methodological substantiation of improvement directions of the environmental impact assessment system in the context of environmental support of projects on the basis of institutionalization of public participation is carried out. The author suggested a matrix approach to environmental risk assessment in order to compare the intensity of the impact on the natural object and the sensitivity of this object to changes under the influence. The algorithm of making managerial decisions about the admissibility of the planned activity from the point of view of compliance with environmental norms is formed. The structure and content of the procedure of environmental impact assessment, taking into account measures for their optimization, are substantiated in order to provide further recommendations in the direction of implementation, replacement or prohibition of the project. Discussion. The toolkit for environmental impact assessment, based on the organizational and economic provision of the institutionalization of public participation in the field under study, according to the determined targets of balanced development of the economic sector, may have a synergistic nature of implementation for ensuring the ecological safety of our country.
