INCREASING THE TRANSPARENCY OF THE INSTITUTIONAL SYSTEM OF FOREIGN TRADE OF UKRAINE THROUGH THE INTRODUCTION OF «SINGLE WINDOW»

Abstract
The article deals with the theoretical aspects of ensuring the efficient and transparent functioning of customs authorities through the introduction of a «single window». The essence of the «single window» as the mechanism of simplification and acceleration of foreign trade procedures is determined. The principles of creating a full-featured «single window» are generalized to ensure uninterrupted international movement of goods and services. The modern approaches and criteria of the World Trade Organization to the effective functioning of the «single window» mechanism at the national and supranational levels are analyzed. The provisions of the WTO Trade Facilitation Agreement (TFA) regarding the introduction of the «single window» mechanism are outlined. The problems of ensuring a proper level of transparency of the institutional system of foreign economic activity of Ukraine in the context of the functioning of the domestic «single window» are investigated. The ways of improving the practice of functioning of the «single window» mechanism in Ukraine are outlined.
