INEQUALITY OF INCOMES AND POPULATION AGING AS THE MAIN FACTORS OF BUDGETARY CRISIS

Abstract
The article examines the main factors influencing on future budget expenditures, which are related to the growth of income inequality and the aging of the population are both in the world and in Ukraine. The growth of income inequality can lead to a political, economic and social catastrophe in society and the inability of the state to fulfill its social obligations due to the lack of financial resources. All this leads to the awareness of the need for changes in practically all social and financial systems: social welfare, pension and medical system, support for employment and taxation. The world tendencies of population aging and income inequality are considered. Structure of incomes of population of Ukraine is researched. It is substantiated that in the conditions of an unfavorable demographic structure and aging of the population, there is a need for inclusive economic development. The main directions of reforms are defined in: taxation, budget sphere, state financing, business support, state regulation of the employment market and pension provision.
