ІННОВАЦІЙНО-ІНВЕСТИЦІЙНА СКЛАДОВА ПЕРЕХОДУ АГРАРНОГО СЕКТОРУ ДО БІОЕКОНОМІКИ В УКРАЇНІ

Abstract
E. Koval, M. Dobrivs’ka, N. Holiadynets Innovative and investment way for transition of the agricultural sector to bioeconomy in Ukraine. The article deals with the theoretical aspects of innovation and investment factors of economic growth, the state of the equipment market for agriculture on the example of grain harvesters, and provides perspective directions of the organizational potential realization the agrarian sector of the economy. The main aim of the state regulation is to provide high level of the living standards of the country's population and preserving the natural environment in Ukraine in conditions of European integration. Bioeconomy development in the agrarian-industrial complex must be organized on the concentration and specialization principles, especially cooperatives and cluster forms of regional partnership. The conclusion is made on the economically expedient to develop bioeconomy in Ukraine on the basis of a cluster approach. The analysis of cluster policy in the countries of the European Union is carried out. It has been established that the introduction of cluster policy in Ukraine will serve as a so-called innovation-investment component of the transition of the agrarian sector to bioeconomy in Ukraine. According to the methodology of the European cluster observatory and taking into account the degree of specialization, opportunities for the development of agrobiocluster in the regions of Ukraine are determined. The article identifies the causes of the passive development of agrobiocluster in Ukraine, as well as proposes the introduction of cluster policy in Ukraine in the conditions of development of bioeconomics in the agrarian sector.
