INSPECTION AND CARE COMPLEXES IN THE MANAGEMENT SYSTEM OF CUSTOMS RISKS

Abstract
Introduction. The development of the world economy is accompanied by the expansion of international economic relations, including in the sphere of trade, which requires using measures to protect national interests from other countries in moving goods and items across the customs border. The above facts actualize the issue of introduction of new tools for management of custom risks, especially technical means of customs control, including the use of inspection and care centers. Methods. The following methods are used during the study: dialectical method of knowledge, theoretical generalization and comparison, analysis and synthesis, method of generalization - to formulation of conclusions of research. Results. The question of the appropriateness and possibility of the use of contactless inspection of oversize cargo and vehicles in the context of using the inspection and care complexes in the system of management of customs risks is investigated. The question of the establishment and functioning of the system of customs control of bulky cargo and vehicle representing a network of inspection and care complexes included in the common information space of DFS in Ukraine, in terms of implementing of risk management systems. It is important to use preventive value for using ICC. Using ICC allows effectively counteract of false declaration of goods, increases the effectiveness of the fight against smuggling, provides a higher degree of efficiency of customs control. Discussion. Practical application of inspection and care complexes requires professional training of operators for analysis of information. Therefore, further research will focus on developing methodological provision of high quality training of professionals who will carry out customs control of the use of inspection and care complexes and that will allow to minimize risks.
