Abstract
The changes of the long run economic cycle of the shipping market needs implementation of a new shipping policy in many countries.The UNCTAD's philosophy directed to the developing countries leading to its active participation in the world-shipping and maritime transport policy of the ex-socialist countries should be adapted to the new market conditions.
