Interrelation between the development of the land market and civil society in Ukraine

Abstract

In the article the author analyzes the processes of land reform (land market model) and the relationship of reform implementation with the formation and development of civil society in Ukraine. The author also gives a brief analysis of the current state of Ukrainian civil society, emphasizing that his problems are part of the general complex of problems of reforming most spheres, including land relations.The aim is to study is an analysis of land reform processes and their relationship to the formation and development of civil society in Ukraine; formulation of some suggestions and recommendations of theoretical and practical importance. The scientific novelty. The development of civil society depends directly on the solution of the land issue, the introduction of the land market, without which there will be no impetus in the process of formation of free citizens-owners, who, in turn, make up civil society. The scientific novelty of the article is to analyze the government’s proposed models of land market and the processes that hinder the implementation of land reform. The study of the state of civil society (as a driving force of democratic and socio-economic transformations of the state) provides an opportunity to identify the problems of its formation in Ukraine, to formulate specific proposals and recommendations that will contribute to its development, transformation into a mature form. Conclusions. Land reform, in particular the sale of agricultural land (despite politicization), is complicated by the problems of communication between the authorities and society, the underdeveloped civil society in Ukraine. Government models of the land market proposed by the agrarian institutions regarding: creation of the Land Bank; land inventory and quality assessment; ban on the sale of land to foreigners; limitation of the area that one owner can buy to protect himself from monopolies; transparency of land acquisition procedures; gradual opening of the land market; increasing the efficiency of the authorities, etc. – these proposals to solve the land question, no matter what the model is created, it will have advantages and disadvantages, as in any other country in the world. But land reform needs to be continued by modernizing the mechanisms of communication between government and society, as it re-imposes a moratorium on the sale of land – to restrain the further development of civil society, the formation of a community of free citizens-owners, capable of economic, political and moral self-regulation, ready within the framework of law taking full responsibility for economic and political responsibility for the state of society.
