ISSUES OF THE LEGAL NATURE OF THE SPECIALIZED PARLIAMENTARY SUPERVISIONRIGHTS AND FREEDOM OF MILITARY SERVICES

Abstract
The article is devoted to the study of the legal nature of the specialized parliamentary control of the observance of the constitutional rights and freedoms of servicemen embodied in the institution of the Ombudsperson of the Verkhovna Rada of Ukraine on Human Rights. It is emphasized that understanding of the legal nature of the control carried out by the Commissioner of the Verkhovna Rada of Ukraine in observance of the rights and freedoms of servicemen has a methodological significance for the improvement of this institute of constitutional law of Ukraine. The content of control as a function of the state and society as a kind of activity of state bodies is considered. The content, goals and areas of parliamentary control in Ukraine are explored. The importance of democratic civil control over the Military Organization for ensuring democracy in the state is considered. The role of the ombudsman institution in the system of parliamentary control over the Military Organization and law enforcement bodies was studied. It is determined that the special nature of the legal nature of specialized parliamentary control over observance of constitutional rights and freedoms of servicemen is conditioned by its role in the implementation of the main duty of the state to ensure human rights and the focus on the organizational and power components of the Military Organization of the state.
