ЄВРОПЕЙСЬКИЙ ДОСВІД ПРОВЕДЕННЯ РЕФОРМ СИСТЕМИ МІСЦЕВОГО САМОВРЯДУВАННЯ

Abstract

The article examines the features of the decentralization process, its main forms and mechanisms of implementation, as well as the experience of relevant reforms in European countries. Identified various models of decentralization can be. A description of the genesis, progress and results of public administration reforms carried out in the countries of the European Union has been made. To this end, a broader context has been identified for activities aimed at modernizing state administration, in particular, local self-government. The main remarks to the modern state and its administration are outlined and the prerequisites for administrative reforms were indicated. The goals and directions of these reforms are presented. They are divided into three types of reforms: territorial-functional; new public management and public management. An attempt was made to answer the question about the degree of convergence and divergence of the processes of modernization of local self-government in Europe in terms of goals, actions and consequences. The findings determine that the trajectories of the modernization processes are diverse. Practical application of reforming mechanisms occurs in different countries in its own way and brings different results. This is determined by the political and social context as well as the administrative culture that prevails in this country. A look at the convergence of modernization processes in public administration seems unauthorized, since there is no empirical evidence to justify it. It is noted that in the processes of modernization of public administration it is possible to observe the buildup and unification of various models of public administration. They accumulate by combining their features. Within each model of government, elements suitable for other models can be observed. As a result, various internal designs are created. Their components partially complement each other, and in part they remain in antagonistic and mutually exclusive relations.
