LEGAL REGULATION OF RIGHTS AND FREEDOM OF INFORMATION IN THE SPHERE OF THE CENTRAL COUNCIL, HETMANATE AND UNR (DIRECTORY)

Abstract
The process of legal regulation of freedom of opinion and informational legal relations during the days of national liberation struggle was studied.The author studied the legislative process of formation of legislation of the new state using the existing legislation at the time of the revolution of the Russian Empire in the sphere of circulation of information and informational confrontation with political opponents of Ukrainian statehood. Retrospective analysis of legal regulation of circulation of information, accompanied by armed confrontation should be considered in improving the national concept of information security and for further study of the history of the right to information in Ukraine.
