Abstract
The theoretical significance of the research is to systematize modern scientific and practical approaches to the definition and management of educational systems, generalization of international experience in forming a strategy for the management of the field of higher education and to clarify its role as an element of the state educational policy. On the basis of the conducted research, a set of methodological recommendations for improving the strategic management of the higher education system of Ukraine is proposed
