Main Objectives of Reforming of the Mechanism of the State Property Management

Abstract
In article classification of objects of the state property, organizational and legal and organizational and economic methods of management as ways of impact on them are investigated. The essence of process of management of the state property is analysed, the main directions of increase in effective management of state ownership which are possible for realizing through the developed mechanism of management of the state property are defined. The social and economic functions of management of state ownership allowing to give to objects of the state property a steady impulse to development of their innovative potential are revealed. Management of the system of the state property is implemented within a main goal – improvement of quality of life of the population of each region separately and the countries in general. For achievement of a goal problems of reforming of state policy in the sphere of management of state ownership at three levels of management are defined: strategic, tactical and operative.
