Abstract
Article presents: global environment parts (types),threats and opportunities of global environment parts, managerial subjects, their competence (tasks – duties, powers – legislative conditions and responsibility). It is shown in: competence system model of managerial subjects and research and development of model for competent managerial subjects, who are able to solve problems and use global environment opportunities.
