MANAGING BUSINESS POTENTIAL OF A REGIONAL AGRO-INDUSTRIAL COMPLEX

Abstract
Business potential of a regional agro-industrial complex has been analyzed in the article. The essence and subject of the mechanism of business potential development (MBPD) have been considered. Does an MBPD of a regional agro-industrial complex (AIC) currently exist and what is its efficiency? Studying theoretical material and practical experience accumulated in different regions of Russia on the subject area of the thesis research does not answer this question directly. The existing concepts “the mechanism of agro-industrial complex development”, “agro-industrial complex economy mechanism”, mechanism of formation of business and industrial potential strategy” [1], and some others, as we see it, do not reflect the substance and the subject of the MBPD that is proposed. What should a mechanism of development of business potential in agro-industrial complex represent? What are its main features that allow developing and improving the agro-industrial complex under transit economy? In our estimation, the mechanism of development of business potential of regional AIC should be seen as a set of interconnected means and methods of state regulation of regional AIC investment activity, coordinated in tasks and time and directed at activation of business potential aiming at further stable development of regional agro-industrial complex. In general sense the idea of MBPD is in using by regional administration of AIC such methods of state regulation of market production and processing of agricultural products that will influence the economic condition of the regional AIC through investments to the best advantage.
