MECHANISMS OF DIVISION OF POWERS BETWEEN STATE AUTHORITIES AND LOCAL SELF-GOVERNMENT: FINANCIAL ASPECT

Abstract
Complex development of the regions is determined by many factors, among which the administrative and regulatory influence is exercised by the authorities and local self-government bodies. The article examines the effectiveness of such influence, which is determined, first of all, by the size of competence, the clarity of the structuring and division of powers of the central and regional levels of state executive power, on the one hand, local authorities and local self-government bodies on the other.
