Migration Processes in Ukraine: Modern State and Problems of Illegal Migration

Abstract
The modern condition of development of the Ukrainian society, his economic, political, ideological, legal and moral parties (sides), is characterized by scale processes, one of which become the increasing openness of a society and expansion of a migratory field. Population shift as a whole has positive social character: the rational, reasonably organized moving of citizens promotes development of new workplaces, positively influences an infrastructure of cities, helps to embody set of creative plans of the person. In the majority of domestic and foreign dictionaries, and also, in opinion of demographers, migration (latinmigratio, from latinmigro – I pass (proceed), I move) is a process of moving of people for limits of those or other territories with change of a constant residence for ever or for the certain period, or with regular returning to a residence. Thus, the basic kinds of migration is internal, connected with moving the population inside the state and external, connected with moving the population between the states, and first of all the former USSR. Investigating statistics on Ukraine and, basically, on the Zaporozhye area, it is necessary to note, that in the majority emigrants are city dwellers at active, able-bodied age, 52% have the maximum (supreme) or uncompleted higher education. It is possible to name principal causes of departure of citizens of Ukraine three, namely, tourism, business (including criminal) and departure a constant residence. Analyzing economic and social conditions of life on Ukraine, it is necessary to note, that the most part of the population though does not undertake attempts of departure a constant residence in other states, but nevertheless tries to find time work outside the country. Driving off becomes more and more: to Russia, Poland, Hungary, Czechia, Italy. Risking to lose health, and at times and citizens of Ukraine hope to earn lifes, agreeing, at times, on slavish work to support relatives. However, because of absence of agreements with the majority of these states about granting emergency medical aid to citizens of Ukraine who temporarily live in territory of other state and were ill or have received a trauma, many the Ukrainian inhabitants come back home the seriously ill patients crippled, and even at all perish. The carried out analysis of a modern migratory situation in Ukraine, and also its dynamics for last years, testifies to presence in Ukraine, alongside with socio economic problems of serious problems in the field of migratory processes. They demand realization of serious, deep researches. The special attention is necessary to give the reasons and the conditions promoting illegal migration, forecasting of migratory processes, communication of illegal migration with criminal kinds of business – trade in drugs, the weapon, people.
