Monitoring kompetencji szkolnych w środowisku lokalnym. Wyzwania

Abstract
The article presents the basics of monitoring of school competencies on the example of measurements carried out in the district of Kwidzyn. This local educational environment, due to its unique reforms, has been called the “Laboratory District”. By analyzing the monitoring principles and the effects of the local reforms, general questions concerning the whole education system in Poland have been formulated. The article begins a series of publications presenting measurements of linguistic and mathematical competences of upper secondary school students and is a kind of assessment of current reforms as well as an opening balance for future interventions. This article and future publications are examples of work of academic researchers who act independently from government authorities and work on commission of local commission governments.
