ANALYSIS OF FUNDING SYSTEM OF THE STATE ENTITIES IN ROAD SECTOR

Abstract
The object of the study is the analysis of the current system of financing of the Ukrainian road sector’s needs with a purpose of its optimization. Because the lack of funding of Ukrainian road sector and also increasing of the motorization level has led to significant degradation of the roads and the level of road safety, absence of a number of possibilities: development of existing road network in accordance to the growth rate of national economy and intensity of passenger and freight transportations, full using of country’s transit potential, implementation of technical retrofitting of road sector, implementation of analytical information system of traffic flows and road network management. Purpose of work – detailed analysis of revenues and expenditures Road Fund of Ukraine, identifying of problems and finding solutions. Object of research – a road sector funding system in Ukraine. Research method – statistical analysis of the funding system of Ukraine and modeling of the optimal road sector funding system. The required condition for the development of road infrastructure is to develop a mechanism to ensure efficient allocation of financial resources for the needs of road sector needs through a systematic approach which should be based on the optimal ratio of certain categories (goal, objectives, means, result). The goal – modeling of the stable road sector funding system. Objectives – balanced allocation of financial resources for the development and maintenance of roads between the various stakeholders; attract users to the formation and use of financial resources. Tools – principles, methods, regulations, methodologies, rules, means, leverage, normative standards. Consequence –improvement of traffic and operational condition of highways and increasing of their competitiveness.
