Niemiecka droga do LLL University

Abstract

The idea of lifelong learning (LLL) is present in education policy since the 1960s. From the andragogy perspective, it is an empty notion. Despite its long existence, it is not a scientific concept defined with analytical precision and theoretical content. On the other hand, as a socially and economically important strategy, LLL requires scientific analysis. The article describes political and educational discourse on LLL University concept and its implementation into academic practice in Germany as a part of the Federal Ministry of Education and Research’s program ‘Promotion through education: open colleges’ for 2011–2020. The author analyzes German cases both from the EU and Polish perspective. The analysis shows that the priority of LLL University in Germany is to widen access to higher education and combine vocational and academic education. This priority is convergent with the EU policy regarding LLL. Adopting the idea of LLL University, German universities have achieved some extent of success such as deregulation, increasing number of non-traditional students, development of innovative forms and teaching offers, as well as an intensification of cooperation with the social and economic environment. However, they also need to overcome numerous obstacles such as clearly divided educational system, insufficient integration between traditional and participant- and economyoriented learning, as well as some distrust to LLL practice.
