NORMATIVE AND LEGAL INSURANCE OF AN ADMINISTRATIVE ACCIDENT SURROUND BY ADMINISTRATION FROM THE SYSTEM OF SECURITY OF THE GUARANTEE AND REALIZATION PRINCIPLE OF PRIVACY BEFORE THE LAW OF THE SPHERE OF PUBLIC MANAGEMENT

Abstract
The article investigates the actual issues of the regulatory and legal basis of administrative appeal in the system of means of guaranteeing and implementing the principle of equality of citizens before the law in the field of public administration. The analysis of the current legislation of Ukraine on the above question is carried out. The author argues that the administrative appeal plays a role both at the same time as a means of guarantee, and as a sphere of application of the principle of equality of citizens before the law. At the same time, the author comes to the conclusion that the current state of normative-legal provision of the principle of equality of citizens before the law during and through administrative appeals is insufficient. Considered normative legal acts that regulate the procedure of an administrative appeal or its separate aspects, there are numerous gaps. The situation outlined here can be corrected by making appropriate changes and additions, taking into account the guidelines suggested by the author in regulating the methods and rules of application of the principle of equality during an administrative appeal.
