OCHRONA BEZPIECZEŃSTWA I PORZĄDKU PUBLICZNEGO JAKO ZADANIE JEDNOSTEK SAMORZĄDU TERYTORIALNEGO – WYBRANE ASPEKTY

Abstract
The formation and development of local government in Poland is undoubtedly one of the fundamental achievements of Polish political transformation. Local government units (jst) are peculiar public law relationships of citizens whose membership is compulsory. Thus they are a basic form of citizens participation in performing public tasks in the field, including those within the scope of safety and public order protection. Public order and safety protection has always been one of the basic functions of the state. However, it has been largely based on the mutual responsibilityof citizens for complying with generally applicable norms and laws. In this area, local government units should constantly monitor problems and threats, which are then taken care of either independently or in cooperation with other local government units or government administration bodies. Should an issue go beyond the capabilities or area of one administrative district, this district can stimulate the activities of higher level self-government units or central government bodies. The tasks of administrative districts (gminy), counties (powiaty) and regions (województwa), referring to the sphere of ‘public order and citizen safety’, extend to all these matters that are connected with providing the sense of peace and the lack of threats, eliminating their fears for their lives and health, and guaranteeing uninterrupted development and possession. At the same time, they consist in maintaining the state of compliance with the rules of conduct and principles of community life applicable in a given community. The aim of the thesis is to draw attention to the fundamental meaning of local government units as elements of the system that guarantees their citizens the sense of safety and peace. The analysis of normative acts allows us to state that selfgovernment (mostly at the county and district level) has an extremely rich range of instruments at its disposal, in the discussed subject. Due to the frameworks of this study, the presented analysis could only be partial, but in fact it shows the far-reaching flexibility of the system for meeting the needs of citizens in the sphere of safety and public order.
