Abstract
Nikon D.E., Burtsev A.V. Assessment of the impact of recession on the degree of activity of investment and innovation processes. In the article an estimation of structural dynamic characteristics of investment-innovative processes in the conditions of recession is carried out, and on this basis proposals are made on activating investment-innovation activity with the use of foreign experience. It is proved that significant obstacles for activation of innovation activity and attraction of foreign investments are: lack of political stability, which significantly limits possibilities for predicting long-term return on capital investments, activation of human capital emigration processes and unclear prospects for the development of domestic markets. Based on the study of foreign experience, it is proposed to intensify the role of the state in the formation of investment and innovation potential on the basis of improving regulatory and legal support, identifying target priorities and their active promotion, and developing science and technology, while ensuring investment and innovation security of economic processes and guaranteeing national interests.
