Optimization Method of Emergency Rescue Base Site Selection in Bohai Sea

Abstract
Combined with the characteristics of traffic flow and the statistical result of maritime traffic accidents in Bohai Sea,the double coverage optimization model of the emergency rescue base was proposed to solve the single and simple programing problem of maritime emergency rescue base. The influence of marine environment factors and accident rate in Bohai Sea were considered. The emergency accident points based on the method of geographic grid partition were identified,then the emergency rescue base candidate point were chosen. The double coverage model was applied to analyze the location of emergency rescue base in Bohai sea,then the optimal layout of the emergency rescue base selection in Bohai sea was obtained with the genetic algorithm. The results show that the double layer coverage model proposed has better coverage performance than original model. The value of the fitness function is 0. 92 which proves the effectiveness of this model.
