Abstract
Moldova has been facing a difficult transition since its independence. In Soviet times the Moldovan judiciary was a two-tiered system, with local courts and the Supreme Court of the Soviet Socialist Moldavian Republic, which, in turn, was subordinated to the Supreme Court of the USSR. There was no separation, all cases in which the interests of the USSR and the Communist Party were concerned were subject to so-called “telephone justice”. Until February 2003, post-Soviet Moldova had a four-tiered court system consisting of the Supreme Court, the Court of Appeal , tribunals and district courts. In November 2002, the Moldovan Constitution was amended and in 2003, the tribunals were eliminated. The new system comprises the Supreme Court, Courts of Appeal, and ordinary courts.
