PARLIAMENTARISM IN THE CONDITIONS OF THE EUROPEAN MODEL OF CONSTITUTIONALISM: DOCTRINAL BASIS AND MODERN CHALLENGES

Abstract
The essence of parliamentarism as an element of constitutionalism (in the conditions of the European model) is that a representative body, formed by the free expression of the will of voters – parliament – exercises a legislative function on the basis of periodic variability, and also takes part in the formation of the executive power and controls its activities. Under such conditions, the division of the legislative and executive branches of government is not rigid as in the constitutional presidential state, conversely they are in constant interconnection. On the one hand, such an approach to the organization of constitutional systems avoids excessive concentration of power in the hands of one person – the head of state, but on the other – is associated with a number of challenges and potential threats. The article is devoted to the analysis of key doctrines and peculiarities of the modern system of parliamentarism in the conditions of the European model of constitutionalism, as well as the challenges it is faced.
