Performance criteria the activities of the political opposition in democratic countries

Abstract
The authors revealed the criteria of opposition activity that can determine the level of its effectiveness, developed on the basis of comparative analysis of institutional forms of functioning of the political opposition institution in democratic countries. These criteria include: mechanisms of authority and opposition identification and influence government decision making, consolidating of the status, rights and duties of the opposition, the level of responsibility and sourses of the opposition funding. It was noted that the institutionalization of opposition in democratic systems can not be contrary to the principle of separation of authority, and therefore we had to proceed from conscious recognition of the limited sphere of influence of the opposition, localized in parliament and acting by parliamentary methods. It was emphasized that the public attitude to the institution of political opposition in Western countries in general is positive. It is seen as a constructive counterbalance power. This fact had been proved by the victory of the opposition in local and parliamentary elections in Europe (Sweden, France, Belgium, the Czech Republic, Bulgaria, etc.).
