PLENARY POWERS OF PUBLIC AND ORGANS OF LOCAL SELF-GOVERNMENT AUTHORITIES: COLLISION QUESTIONS OF DELEGATION

Abstract
The article is devoted research of basic principles, which are a necessity for understanding and correct realization of delegation of plenary powers from public authorities the organs of local self-government for the sake of the complete providing of realization of tasks and functions of the state, and also implementation of separate plenary powers of organs of local self-government local state administrations, at providing of interests of territorial society. It will provide the effective and close to the citizens management of state affairs (as both in a center and on places) and will allow to avoid collisions which canaries up in the process of such realization.
