ПОБУДОВА СТАБІЛЬНОЇ СИСТЕМИ ЗОВНІШЬОЕКОНОМІЧНИХ ЗВ’ЯЗКІВ МІЖ ЧЕСЬКОЮ РЕСПУБЛІКОЮ І СЛОВАЧЧИНОЮ: ДОСВІД ДЛЯ УКРАЇНИ

Abstract

Since the beginning of the 1990s the system of foreign economic cooperation between the Czech Republic and Slovakia has changed within the overall trend of post-socialist transformation and market reforms in Central and Eastern Europe. For post-communist Czechoslovakia the economic losses were especially severe. In addition to narrowing opportunities of their own commodity exports to the post-Soviet space and worsening conditions for raw materials and energy imports from the East due to transition to the world prices and mutual settlements in hard currency, the country suffered significant financial losses. First, the non-equivalent commodity exchange within the framework of the CMEA was based on the international currency, i.e. "transferring rubles"; and, secondly, Czechoslovakia and, consequently, its successors - the Czech Republic and Slovakia, remained the net lenders of the Soviet party. In general, in the early 1990s, the most negative aspect was the fact that in all post-socialist countries the crisis phenomena in the system of foreign economic relations coincided in time with the economic decline of each national economy. Scientists make a fair conclusion about the Central and Eastern European countries’ being involved into the so-called "transformational crisis" of a systemic nature at that time. The negative economic effects of the transformation crisis and its exit path for the Czech Republic and Slovakia clearly illustrate the dynamics of the integrated macroeconomic indicator – the gross domestic product (GDP) of the two countries during the 1990s – early 2000s. The general conclusion is that the Czech Republic and the Slovak Republic restored the pre-revolutionary level of their economic potential only on the verge of the XX-XXI centuries, and have been able to move to the stage of its build-up only since the beginning of the 2000s. From a historical and economic point of view, this was a decade-long "cost" of the transformational crisis that the Czech and Slovak societies had to pay. However, it should be objectively admitted that the negative consequences of the transformation crisis and the economic downturn in the Czech Republic and Slovakia have been less significant than in most other Central and Eastern European countries, and especially in Romania and Ukraine. Accordingly, the Czech Republic and the Slovak Republic have emerged from a crisis economic situation faster than other post-socialist countries.
