ПОШУК ОПТИМАЛЬНОЇ МОДЕЛІ ТЕРИТОРІАЛЬНОЇ ОРГАНІЗАЦІЇ ВЛАДИ В УКРАЇНІ З МЕТОЮ РЕАЛІЗАЦІЇ СТРУКТУРНИХ РЕФОРМ

Abstract
V.P. Leszczynski Formation model of territorial organization of power in the country The problems of finding optimal model tarytorialnoy of governance in the country. The search of optimal model of territorial organization of the state was accompanied and accompanied by the revision of existent territorial limits of separate administrative units, characterized by the process of input of all new and new legal forms and methods of activity, what called to generate corresponding consequences. It is not necessary to perceive delegation of powers as redistribution of power. Speech goes about distribution of responsibility between the different branches of power at the direct participating of population in a management. Clear that at delegation of powers into places it is necessary cardinally to revise and perfect budgetary relations, create the proper material, financial and organizational terms for providing of realization the organs of local self-government of own and delegated by the state plenary powers. The plenary powers delegated by the state must be financed fully. A level of local budgets in a count on one habitant can not be less than, than level of the state budget.
