PRACTICAL ASPECTS OF SYSTEM FORMATION BETWEEN LOCAL LOCAL-GOVERNMENT AND VOLUNTEER MOVEMENTS IN THE PROCESS OF REALIZATION OF SOCIAL WORK

Abstract
The article considers the specifics of effective interaction between local government and volunteer movements according to the Law of Ukraine "On Volunteer Activity" in the context of the implementation of social work at the level of the territorial community. It is proved that most volunteer groups occur spontaneously, as a reaction to processes in the social environment and is not limited to the order of various public organizations that perform certain social functions specified in the charter of activity. The concept of a volunteer group formed on the basis of a diffusion principle with a collegial function, which is an intermediate link in establishing communications with the authorities in order to jointly discuss and make decisions on social support for unprotected categories of the population. It is revealed that in the activity of volunteer groups, formed on the basis of the diffusion principle with a collegial function, the effect of synergy triggered and the result of which is the appearance of qualitatively new sources of development. The result of the combination of separate parts, elements and factors into a single system due to so-called systemic effect (emergence) is increasing the efficiency of local government activities.
