THE LEGAL AND ETHICAL-MORAL ASPECTS OF THE CONFLICT OF INTERESTS IN PUBLIC AUTHORITIES OF LOCAL LEVEL

Abstract
The article analyzes the conflict of interests as the most important component of the legal and ethical-moral context of the functioning of public authorities. The author’s approach to the essence of the conflict of interests in the public authorities of the local level, in the complex combination of public law and ethical-moral aspects is proposed. The block proposed systematization factors and the root causes of conflicts of interest in public authorities, typical situations of conflict of interests in public authorities of local level are shown.
