PRINCIPLE OF THE RIGHT OF LAW (SUPREMACY OF LAW) AS A BASIS OF A NEW ADMINISTRATIVE RIGHT DOCTRINE

Abstract
The article is devoted to the definition of the content of the rule of law. As a result of the generalized analysis of this issue, the author links the rule of law with the corresponding constitutional formula, which is enshrined in Art. 3 of the Constitution of Ukraine, the application of which should be carried out with due consideration of the jurisprudence of the European Court of Human Rights. Thus, the rule of law as the principle of administrative law is an outgoing one, formed from such constituent elements as legality, legal certainty, prevention of abuse of power, equality before the law, and non-discrimination and access to justice, the fundamental basis of administrative law, according to which relations in public- the legal sphere and the legislation that regulates them are based on the formula - a person, his life and health, honor and dignity, inviolability and security are recognized in Ukraine the highest social value.
