Public participation in crime prevention and combating

Abstract
The scientific article is devoted to the main aspects of public’s participation in crime prevention in Ukraine. The authors highlighted, that regardless of significant theoretical scientists’ groundwork in this sphere, the problem of definition of the publics’ role in crime prevention finally haven’t been solved at the present day.The paper’s goal is to analyze the essence of publics’ participation in crime prevention, forms and methods of its activity and the practice of prevention influence on crime. The statutory regulation of such activity is uncommitted, obsolete and needs developments. The public’s rights, which are regulated by current legislation, use restrictedly because of declaration character of statutory regulation and absence of its practice scope. The one special purpose form of public participation in crime prevention in Ukraine is public units of enforcement of public order, but their number during last decade decreased near 75 per cent. The generalization of domestic and world crime prevention experience testify, that the achievement of positive results in this sphere is real using besides anti-criminogenic potential of the strategy of public participation in crime prevention preventive possibilities of such strategies as: decrease of capabilities of crime and delict committing; interference in crisis situations; educational-preventive and informational activity among population; victimiligical protection of population. It was established, that the range of objects of public’s preventive influence on various potential dangers in different spheres of life-sustaining activity nowadays, in actual fact, doesn’t limit. The objects of public’s preventive influence are in directions of human morality and public order. Public’s participation in crime prevention in substance is a process, which descend onside society and consist in organization of citizens’ efforts in achieving their goals by the way of nonstate organizations work for influence on the process of crime control. Public crime prevention activity is a variety of direct and indirect forms of participation. Citizens (like participants of public units, like individually) can influence on the next types of crime: crimes, which commits in public places; crimes against property; juvenile delinquency; penitentiary and postpenitiary repetition of crimes; crime background developments (alcoholism, drug addiction, prostitution, homelessness, neglect etc.) and others.
