Records management in the institutions of the executive authority as function of public administration

Abstract

The article is devoted to highlighting the management of managerial documentation in executive agencies as a function of public administration. The modern scientific and practical world considers information as the most important management resource. Documentation is a prerequisite for the inclusion of information in information resources, and the document is the main form of organization of information in management. A good level of management is largely achieved through the management of managerial documentation. The article focuses on the functions of managerial documentation, describes the stages of ensuring the operation and management of documentation in executive agencies, as well as outlines some differences in the nature of information contained in managerial documents. It is emphasized that document management is closely related to management problems. The author of the article notes that managerial documentation can be considered as an integral part of the public administration mechanism. The article argues that managerial documents are one of the main components of the structure of the public administration mechanism, the proper management of which increases the efficiency of public administration, and each of the functions of public administration is a certain type of administrative influence that penetrates the entire structure of the state apparatus. Management determines the meaning and nature of managerial action, this is the role that the state apparatus carries out in order to influence the social system in order to achieve the goals of the state. The efforts of specialists who manage managerial documentation in executive agencies should be aimed at creating a highly effective system for managing the entire set of document resources at all stages of the operation of documents in order to implement management objectives in any organization and institution, and especially in public administration
