РОЛЬ НАУКИ В ПРОЦЕСІ МОДЕРНІЗАЦІЇ ЕКОНОМІКИ УКРАЇНИ: ПРОБЛЕМИ ТА ШЛЯХИ ВИРІШЕННЯ

Abstract
In Ukraine, over 2015 scientific and technical work performed 978 organizations, 44.3% of which related to the public sector, 40.3% - for business, 15.4% - higher education. Total number of employees of organizations that perform scientific and technical work by the end of 2015 amounted to 101.6 thousand. People, of which 53.0% - researchers, 9.9% - machinery, 18.7% - support staff, 18.4% - other workers. It should be noted that the number of employees of scientific organizations for 2014-2015 years decreased by 8038 people. The trend of reducing the number of organizations that carry out scientific and technical work and the number of employees of scientific organizations also evident on Odessa region. Scientific Odessa region system includes 49 scientific institutions and organizations, including academic institutions, National Academy of Sciences of Ukraine – 8, research centers of higher educational institutions – 19, branch research institutes and organizations - 22. The number of researchers is more than 2030 people, including 920 doctors of science and 4900 candidates of science. The activities of scientific institutions of the region aimed at developing scientific capacity and logistics, increase innovation component of scientific research and its commercialization. Scientists explore the region and learn new construction and resource saving technologies, materials and equipment in the energy sector; working to improve the diagnosis and treatment of disease and develop new biotechnology; create a strategy for sustainable economic development of the region; developing information security technology, integrated processing plant materials; Ukraine exploring water resources; solve actual problems of ecology, climatology, science, education, economy, state and law. Problems faced by modern science, no research results due to insufficient funding, "leakage" best scientific personnel; fiscal financing does not include basic sciences a priority; Scientific activity unattractive as outdated testing framework and scientific equipment; there is a gap between education and science. To stimulate scientific and technical activities required to support the development of logistics research institutions, since the implementation of research at international standards and obtaining competitive products capable scientific base needs to be updated hardware every 5-7 years at present impossible to scientific institutions only own funds because of the high cost of modern high technology equipment.
