ROLE OF THE LEADING INTERNATIONAL ORGANIZATIONS IN RESOLVING CONFLICTS AROUND THE DE-FACTO POST-SOVIET STATES

Abstract

This article deals with the role of leading international organizations in resolving conflicts around the de-facto post-Soviet states. The purpose of this article is forming a complete picture of the official position of the UN, the OSCE and the EU on the international status of de-facto states (PMR, South Ossetia, Abkhazia, Nagorno-Karabakh). The basic action mechanisms of the United Nations Organization for the settlement of these conflicts are ana-lyzed, special attention is paid to the activities of the Security Council and its primary resolution. The activity of the Organization for Security and Cooperation in Europe as the main mediator in the negotiations around the conflicts in Georgia, Transnistrian and Nagorno-Karabakh conflicts is characterized. The official position of the European Union on the international legal status of the PMR, Nagorno-Karabakh, Abkhazia and South Ossetia is highlighted. The au-thor also identified a special place of the de-facto post-Soviet states on the agenda of major international organiza-tions governing the security sector in Europe. This study demonstrates that international organizations have accumulated positive experience of settling such kind of conflicts that is evidenced by the cessation of hostilities in the de-facto states and transformation these con-flicts to frozen phase. On the other hand, the question of the status of such entities has not resolved, any conflict are not solved completely. It shouldn’t be ignored that each country has special interests on the post-Soviet space. That’s why it can influence the decisions of the international organization.
