Abstract
The article substantiates the scientific approaches to the development of a system for managing the development of socio-economic systems in the conditions of the structural transformation of the Ukrainian economy. The author's definition of "development" in the context of socio-economic systems and in general theoretical plan is given. It is proved that the level and quality of life of people, competitiveness and strategic development of enterprises are organically interconnected and interdependent. Prioritization, changing the parameters of each of them should require adequate changes in the parameters of other priorities. Moreover, a parallel-consecutive change in the development of socio-economic systems should be carried out in the three named interconnected areas. Only with this approach is it possible to ensure unity of interests. At the same time, it is necessary to expand the understanding of the level and quality of life of people, limiting not only the boundaries of the enterprise and the settlement, but also consider it in the extended version: at the level of the administrative district, at the level of the selected segment of the market of a particular product, product or service. In this approach, the region and a certain segment of the market should be investigated and evaluated according to the criterion of solvent population as a subject of development of proposals, and accordingly - strategic development of enterprises, increase of their competitiveness and quality of life as a labor collective and population of the respective territories and market segments. Solvency of the population is the basic basis of socio-economic development of society and the functioning of all subsystems providing the direction. At the same time it is advisable not to miss the ecological factor, which is the main condition for human life. The economic component is a function-providing factor of human development by forming a healthy ecological and social climate of the main subject of nature. In this context, it is advisable to consider development as a general process in the organic unity of the ecological, social, intellectual, human and economic orientation. This approach is the basic methodological basis for the formation of a management system for the development of socio-economic formations as an integrity in the directions: strategic; Innovative; institutional macroeconomic at the national economy level; regional - at the level of administrative units (rayon and oblast level); territorial; economic entities of various forms of ownership. Research of development processes allows us to conclude that a system that monitors the state and development dynamics provides a sufficiently high impact on the functioning of business structures and the synergistic effect of the system. This is characteristic of organizational formations with a high level of their orientation to environmental factors with the prevailing pre-emptive adaptive-developing management system of development processes. With this approach, the development stages have completely new qualitative characteristics. Environmental, social and economic indicators are being improved as a basis for assessing the effectiveness of managing development processes.
