Abstract
In the first quarter of the 18th century was established a new state management system in Russia and the rules of its functioning were written down. One of the basic acts containing these principles was the “General Reglament” published in 1720, which defined the work of the colleges ant their structures, as well as the office system. However, “Reglament” did not include such documents that may have arisen as a result of daily practice. The article is devoted to such documents, more precisely – “synopses” from “conferences”, whose author was the Minister of the Cabinet A. I. Osterman. Such synopses appeared in non-standard situation and contained information which, due to their specificity, could not be recorded in the documents described in the “General Reglament”. These documents allow to examine the mutual relations of the ministers in the Gabinet.
