SHORTCOMINGS OF THE ANTI-CORRUPTION FINANCIAL CONTROL OVER CASH AND OTHER ASSETS OF A SIMILAR LATENCY AS A REASON FOR THE INEFFECTIVENESS OF THE NORM ON ILLICIT ENRICHMENT IN UKRAINE

Abstract
The paper exposes the shortcomings of the anti-corruption financial control over cash and other assets of a similar latency, which allow escaping criminal liability for illicit enrichment. It is proved that corrupt public servants have the opportunity to create an “airbag” for further illicit enrichment, because it is impossible to check the amount of cash and other assets of a similar latency specified in their declarations. A procedure for proper fixation of such assets in the event of its declaration is proposed.
