Social determinants of rethinking the essence of professional training of the head of the educational institution

Abstract
The article is devoted to the disclosure of social determinants of rethinking the essence of the professional training of education managers in the context of reforming general secondary education. It is noted that the basis of this rethinking is the synthesis of methodological approaches: descriptive, normative and constructive. The descriptive approach provides theoretical substantiation of the current trends in the management of education, description of the dominant concepts of the educational institution management. Within this approach, the paradigms of management of educational institutions (axiological, synergetic, self-regulatory, anthropological) are grounded. The emphasis is placed on the fact that the issues of professional and moral responsibility of the head of the educational institution within these paradigms are substantially actualized. Normative approach allows to uncover the essence of professional activity of the general secondary education institution, state requirements to him within the current regulatory framework. It specifies the components of professional responsibility of the manager (civil, legal, moral, informational, financial, economic, managerial). It is noted that the level of requirements to the head of the educational institution in the form of a description of his competencies presented in the Qualification Characteristics of Professions (2013) does not reflect the new social factors in the management of educational institutions and the expansion of the functions of the head related to the reform of general secondary education. A constructive approach implies the creation of a specific construction of the professional behavior of a modern educational institution manager. On the basis of the synthesis of the works of domestic scientists, a list of components has been made that, form the proper managerial behavior of the head (psychological, intellectual, professional, social qualities). It has been determined that the professional behavior of the leader should be intuitive (moral independent of social needs), logical (as follows from a deep analysis of the situation) and modal (based on legal and moral standards).
