Social policy as a priority sphere of state activity

Abstract
A social policy as priority sphere of government activity is analyses in the article. It is led to, that the constitutionally envisaged status of priority type of public policy a social policy acquires in the conditions of the social state. Fixing of social principle in a legislation many countries means that the state is called to serve to society, but not vice versa. It is shown that maintenance of social function does not remain unchanging on the different stages of social-economic and political development of the state. It depends on many factors, foremost – from the type of the political mode and form of political ideology.
