SOCIAL-VALUE CONTENT OF THE CATEGORY “PROFESSIONALISM” FOR THE PROCESS OF PROVIDING PUBLIC SERVICES USING THE REENGINEERING METHODOLOGY

Abstract
The article is devoted to the social and value content of the category “professionalism” for functioning of public service. The author analyzes current challenges for public administration in Ukraine and reveals ways of reforming the civil service and service in local self-government, using the methodology of reengineering in the process of providing public services. It has been determined that the model of employee`s professionalism, formed on the basis of a competent approach using socio-psychological criteria will provide an opportunity to plan position displacements and professional development. The publication proposes to create conditions for integration of the entire multilevel structure of the individual with innate and acquired abilities and qualities in the labor process and professional environment.
