Specific features of ppp educational projects implementation

Abstract
The purpose of the article. Investigation of the main problems of implementation of public-private partnership projects in the field of education, including projects related to ensuring social adaptation of children with special needs. Scientific novelty. For the first time, the definition of the term «Model (model) contract of public-private partnership in the field of education» was proposed, and the feasibility of adopting at the legislative level the «personal educational program of РPP (for children with special needs)», identified the key elements of such a program. A further development was made regarding the need to develop and approve the National Management Plan and the construction of educational institutions in Ukraine. The point of view regarding the necessity of adopting the Single Coded Act – the Code of Ukraine in the field of public-private partnership relations is improved. The further development of the scientific point of view on the need to establish a «maximum assistance regime» for the implementation and management of public-private partnership projects by public authorities and local governments, consisting in a simplified allocation of land plots and preferential tax treatment of a private partner in the implementation of the project.
