Stakeholder-Oriented Leadership. Empirical Research Results

Abstract
A recent growing interest in the aspects of leadership is a straight consequence of the public sector reforms taking place in a number of countries. Public organisations undoubtedly need managers who are able to manage them in an effective way. However, it is emphasised that only the aspect of management is insufficient to guarantee the success of an organisation in a long-term perspective. A key role of leadership for the organizational development is pointed out more and more frequently. A variety of organisations striving to implement changes fail according to many research outcomes. A reason for it might be improper leadership. This observation is of high importance for public sector organizations that implement changes with difficulties because of the high centralization of power, communication difficulties and unfavourable organizational culture. Literature research shows that the success of organizations is far more determined by skills of organizational actors than hard success factors. In particular, the role of leadership is emphasized here. It is known that leadership may positively influence organizational effectiveness. The success of public organizations is also determined by their ability to meet their stakeholders’ needs. One may assume that effective stakeholder management may determine leadership effectiveness although little theoretical and empirical research has been discussing these concepts. The aim of the paper is to present results of empirical research that present stakeholder-oriented leadership based on the example of public sector organizations.
