Stray Animals: Legal and Ethical Dimensions

Abstract

The number of stray animals, for various reasons, has been increasing. Problems experienced by these animals are serious. Intensifying efforts to solve these problems is the ethical responsibility of human beings. The aim of this study is to demonstrate the problem and to induce efforts towards a solution. The literature related to the issue is compiled and reviewed with bioethics approach. Data and knowledge related to stray animals and their problems are limited. Studies are needed to provide data and knowledge which would form a basis for policies and legal and administrative regulations to adress the issue. Also, there is a need to develop the administrative capacity of responsible institutions to implement existing legislation.
