Subjects of administrative and tort relations in the sphere of natural resources use and protection

Abstract
In this article an attempt has been made to establish a definitive categorical apparatus, in particular the legal category “subject of administrative and tort relations” by the allocation of features inherent in this phenomenon. The analysis of the mentioned category has been carried out through the prism of the categories “subject of administrative legal relations” and “subject of legal relations”, and it has been concluded they are concrete participants of legal relationships connected with the commission of an administrative delict in this sphere, as well as with the process of bringing the delinquents to the administrative proceedings that directly entered into legal relations (during the encroachment on the established order of all existing depleting environmental components use and protection, the main purpose of which from the material standpoint is to provide society with all necessary benefits) and be conferred with legal personality.
