Abstract
The scientific article describes the concept of “state problem”. Characterized types of tasks of the state. The relation between categories “task” and “goal” in the theory of state and law is analyzed. The dependence of the tasks of the state on specific historical circumstances and political and economic conditions is proved. The researches of the positions of legal scholars on the definition of the essence of the concept of “task” and its comparison with the notion of “purpose”. The beginning of the 21st century was marked by significant changes in social, economic, political, moral and value dimensions, whose primary role lies with the state. The question of the tasks and functions of the modern state remains one of the most important issues not only in theory, but also in the practice of state-building. This is primarily due to the fact that the functions of the state reveal the essence of the state, and in tasks – its social purpose, which consists in the creation of background institutes. From this, the theoretical and legal understanding of the relation between the tasks and functions of the state at the present stage of social development, their analysis and forecasting makes it possible to determine the priority directions that will ensure the achievement of a high social goal the construction of a democratic, legal, and social state. The urgency of our study is determined by a number of factors and inconsistencies that arise in the course of the vector European integration movement on the one hand and the need to strengthen the defense capabilities of the state from the eastern neighbor, on the other hand. This geopolitical situation, which has developed on the international scene, certainly influences the functions and tasks of our state that are facing it today.
